In photoshop you can open a timeline and use frames and all that, but it's a pain to set up and it doesn't have an easy onion skin option, doesn't have the pixel-perfect feature, requires you to jump through hoops to get certain layers to show up on one frame but not another, to keep its current position through frames or not, and all sorts of other annoying little things that really add up in the end.
